This is a new form of photography called High Dynamic Range and these are photos from Stuck in Customs by Trey Radcliff. It is normally performed by setting the camera to Aperture Priority, turn on autobracketing with the contrast going from +3 to -3, then shoot . In post image production use Photomatrix, Maya or Photoshop- your choice. ...
